A message dated July 2, 1997, was received stating the Governor has            
signed the following bill and is transmitting the engrossed and enrolled       
copies to the Lieutenant Governor's office for permanent filing:               
                                                                               
HOUSE BILL NO. 256 am                                                         
"An Act relating to calculation of the default rate for purposes of           
the student loan program and to regulation of postsecondary
